The best place to report hackers is the F.B.I. The computer surveillance team will look into your report. Most medium to large cities have a local FBI office that takes the call of email.
Most of the information isn't taken all that seriously unless it's you have real proof or know who the person is. The reason is that the crime going on is so prevalent and difficult to catch that it would be impossible to look into everything.
